<p style="text-align: justify;"><a href="http://www.MobileFoodNews.com/wp-content/uploads/2011/05/Reading.jpg"><img class="alignleft size-full wp-image-14528" title="Reading" src="http://www.MobileFoodNews.com/wp-content/uploads/2011/05/Reading.jpg" alt="" width="200" height="269" /></a>The Reading Downtown  Improvement District Authority is ready to play a key role in  revitalizing Penn Square, DID officials said Monday.</p>
<p style="text-align: justify;">DID Executive Director Charles R. Broad said Reading&#8217;s Act 47 recovery  strategy asks the agency to help re-create the Penn Square Marketplace,  an outdoor market in the 400 and 500 blocks of Penn Street.</p>
<p style="text-align: justify;">The market would not only cater to people who live and work in the city  but &#8220;also serve as a regional destination where people want to visit,  shop and dine,&#8221; he said.</p>
<p style="text-align: justify;">And it would attract new tenants to vacant offices downtown and benefit the city and Penn Square merchants, he added.</p>
<p style="text-align: justify;"><a href="http://www.MobileFoodNews.com/wp-content/uploads/2011/05/reading-pa.jpg"><img class="alignright size-medium wp-image-14532" title="reading pa" src="http://www.MobileFoodNews.com/wp-content/uploads/2011/05/reading-pa-300x199.jpg" alt="" width="300" height="199" /></a>Broad said the following steps are suggested for DID:</p>
<p style="text-align: justify;">• Acquiring standard street vending carts to lease to operators for a minimal fee.</p>
<p style="text-align: justify;">With carts costing an estimated $5,000 each, the agency would buy five this year and 10 in 2012.</p>
<p style="text-align: justify;">• Based on the availability of Act 47 strategy funding, hiring a  part-time marketing and markets manager for about $25,000 a year to  oversee street vending and sidewalk cafes.</p>
<p style="text-align: justify;">• Promoting the marketplace and working with the Greater Reading Chamber  of Commerce &amp; Industry and Minority Business Resource Center to  encourage vendors for the market.</p>
<p style="text-align: justify;">• Creating an inventory of vacant retail spaces on Penn Square and developing a marketing strategy to fill them.</p>
<p style="text-align: justify;">&#8220;The DID envisions the Penn Square Marketplace as having 15 to 20 street  vendors selling a variety of goods, from food and drink to dry goods,&#8221;  Broad said.</p>
<p style="text-align: justify;">Board member Richard McDougall said young people have told him they want to see outdoor cafes in Penn Square.</p>
<p style="text-align: justify;">Chairman Larry Sundberg said DID would balance street vending with  existing businesses and not have a hot dog vendor in front of a cafe or  restaurant, for example.</p>

<p>&#8220;We&#8217;re always interested in energizing sidewalks in center city,&#8221;  Charles R. Broad, executive director of the Reading Downtown Improvement  District Authority, said Monday.</p>
<p>&#8220;Busy sidewalks are safe sidewalks,&#8221; he added.</p>
<p>Richard J. McDougall, DID treasurer, and Broad recounted recent  discussions with Jim Hartling, a consultant working with city officials  to put together the economic piece of Reading&#8217;s Act 47 recovery plan.</p>
<p>McDougall said Hartling is interested in expanded street vendor activity  to help regenerate retailing on Penn Street and increase Reading&#8217;s  economic development.</p>
<p>&#8220;It&#8217;s called seeding,&#8221; Broad said, and its been successful in cities around the country.</p>
<p>For example, Pittsburgh started out with a vending cart system and,  about less than two years later, saw many vendors move into formerly  vacant retail spaces, Broad said.</p>
<p>&#8220;Vending carts could be an interesting and unique draw to bring people into the city,&#8221; board member Denton Buckley said.</p>
<p>The current city ordinance authorizes 15 licensed street vendors, but  there probably are only five active right now, McDougall said.</p>
<p>Hartling has suggested increasing that number to 20, with the DID buying  15 vending carts at about $10,000 each and then leasing them out to  qualified entrepreneurs who want to sell dry goods such as T-shirts,  flowers, food and so on.</p>
<p>Board member Edward Kopicki said that would require new regulations and  commercial liability insurance to cover the DID if a food vendor  customer, for example, would be hurt by a food product.</p>
<p>DID Chairman Larry B. Sundberg said he is not for the DID owning vending carts but does see the agency regulating the process.</p>
<p>McDougall said another part of Hartling&#8217;s concept is for DID to hire a  part-time marketing person for about $25,000 to do the groundwork for  the vending operation, seek out entrepreneurs and manage the program for  about two years.</p>
<p>McDougall said the city would have to find $150,000 for the DID to go  ahead with buying vending carts and with $25,000 more to hire the  marketing person.</p>
<p>&#8220;The concept will need a lot of fine-tuning,&#8221; he said.</p>
<p>The board agreed to continue exploration of the street vendor idea.</p>
