<p style="text-align: justify;">The Hermosa Beach Parks and Recreation Commission has agreed to continue <a rel="nofollow" href="http://hermosabeach.patch.com/articles/panel-to-further-study-food-truck-policy">the City Council’s discussion on food trucks</a> by studying where in the community vendors can best serve residents and businesses.</p>
<p style="text-align: justify;">Commissioners Laura Raymond and Jeff Maxwell volunteered in a meeting  Tuesday night to serve on a subcommittee to research, review and  develop possible food truck policy that will then be recommended to the  City Council.</p>
<p style="text-align: justify;">“There’s always room for new and innovative things for the city,”  Maxwell told his fellow panel members. Commissioners Robert Rosenfeld  and Don DeMaderios were absent at the meeting.</p>
<p style="text-align: justify;">In the past, Hermosa Beach has allowed food trucks to operate at special events, such as the city’s annual <a rel="nofollow" href="http://hermosabeach.patch.com/articles/8th-hermosa-beach-art-walk-underway">Art Walk</a>.</p>
<p style="text-align: justify;">Commissioners now plan to study other operation options for vendors,  such as allowing food trucks to serve residents at the weekly <a rel="nofollow" href="http://hermosabeach.patch.com/articles/local-farmers-grow-fruits-of-the-season">Hermosa Beach Farmer’s Market</a> or in the PCH-Aviation area.</p>
<p style="text-align: justify;">&#8220;Cities that use them [food trucks] wisely are able to attract people  to certain locations,&#8221; said Hermosa-based Barbie&#8217;s Q food truck owner  John Bowler at the commission meeting.</p>
<p style="text-align: justify;">Hermosa Beach&#8217;s municipal code concerning food trucks will need to be  amended if the city decides to allow vendors to operate regularly or in  new local areas.</p>
<p style="text-align: justify;">Now a food truck must move every 10 minutes under city rules, unless  it&#8217;s operating at a special event, which was approved by the council (<em>see accompanying business license code under photo.</em>)</p>
<p style="text-align: justify;">A public hearing will be held for community feedback before any decisions are made.</p>
<p style="text-align: justify;">“So all the way from special events to special locations, this  committee will start that process,” said City Manager Steve Burrell at  the commission meeting.</p>

<p style="text-align: justify;">The Hermosa Beach Parks and Recreation Commission will continue the  City Council’s discussion on food trucks and their place in the  community, the council has decided.</p>
<p style="text-align: justify;">Commissioners are to further study the topic in a meeting next week on April 5.</p>
<p style="text-align: justify;">Food trucks historically have been a part of Hermosa Beach community  events. For example, they served residents and visitors during the Art  Walk last year and received approval to be a part of the event again in  June.</p>
<p style="text-align: justify;">Now the City Council is considering whether to amend municipal code to better accommodate food trucks year-round <em>(see accompanying city staff report by clicking ‘view gallery’ under photo.)</em></p>
<p style="text-align: justify;">“Would this be something we’d have at the Farmer’s Market? Would it  over run the Farmer’s Market,” asked City Manager Steve Burrell as an  example when the council discussed food trucks <a rel="nofollow" href="http://hermosabeach.patch.com/articles/alcohol-and-food-trucks-on-council-agenda">in a meeting Tuesday, March 22</a>.</p>
<p style="text-align: justify;">“What we need to do is set up our business community to develop some  kind of consensus, rather than special events,” he said, adding that the  City Council already has a process in place to approve food trucks for  special events.</p>
<p style="text-align: justify;">The council decided in its meeting to direct the Parks and Recreation Commission to further study food truck policy.</p>
<p style="text-align: justify;">“Tonight is just direction for staff to move forward with the food  truck effort. That’s all,” said Mayor Peter Tucker during the meeting.  “We want a public hearing on this and the best place to send it is a  commission. That’s why we have commissions.”</p>

<h3 style="text-align: justify;">The Hermosa Beach City Council will revisit its policy discussion on  regulations and permitting for alcohol-serving establishments.</h3>

<p style="text-align: justify;">The Hermosa Beach City Council will continue its ongoing discussion  about how to better regulate and permit alcohol-serving businesses  downtown in a meeting Tuesday night.</p>
<p style="text-align: justify;">The council <a rel="nofollow" href="http://hermosabeach.patch.com/articles/city-denies-buona-vita-liquor-expansion-request">directed city staffers last year in December</a> to research ways to limit the number of such establishments on upper Pier Avenue—the staff report will be reviewed Tuesday <em>(see report in accompanying gallery)</em>.</p>
<p style="text-align: justify;">The council also will discuss whether existing regulations should be  changed to better accommodate food trucks in the area. As they’re now  written, for example, the city’s rules require a food truck “not to  exceed 10 minutes at any one place.”</p>
<p style="text-align: justify;">The council will study examples of how food trucks have been  operating in nearby communities, such as Harbor Drive in Redondo Beach  and Abbott-Kinney in Venice.</p>
<p style="text-align: justify;">A public hearing will be held at the council meeting to discuss reducing the <a rel="nofollow" href="http://hermosabeach.granicus.com/MetaViewer.php?view_id=4&amp;event_id=122&amp;meta_id=80407">Fire Protection Improvement Fee</a> and, as a result, amending municipal code.</p>
<p style="text-align: justify;">Revenue from the fee, which was adopted in 1988, has helped mitigate  the cost of fire protection measures caused by new building  developments, as well as improving Fire Department facilities, equipment  and vehicles.</p>
<p style="text-align: justify;">The fee is paid to the city before a building permit is issued to an  applicant for any new structure or expansion of an existing structure  within Hermosa Beach. The proposed fee reduction reflects a drop in  potential build-out within city limits <em>(see city staff report in accompanying gallery)</em>.</p>
<p style="text-align: justify;">In an effort to keep Hermosa Beach residents better informed about  City Council decisions, council members will consider revising its  public notice process for when any new ordinance or repeal of existing  ordinances is up for debate.</p>
<p style="text-align: justify;">The panel will discuss publishing a public notice in the <em>Easy Reader</em> 10 days prior to the City Council meeting when the notice item will be discussed.</p>
<p style="text-align: justify;">The City Council also will decide how to advertise and request  applications from community members interested in filling  soon-to-be-vacant seats on the <a rel="nofollow" href="http://hermosabeach.patch.com/listings/hermosa-beach-emergency-preparedness-advisory-commission">Emergency Preparedness Advisory Commission</a>.</p>
<p style="text-align: justify;">The terms for commissioners William Hallett, Tracy Hopkins and Ken  Hartley will expire on May 31. New terms will be for four years, ending  in 2015.</p>
<p style="text-align: justify;">The council meeting is Tuesday at 7 p.m. in council chambers.</p>
