<p id="h516825-p1" style="text-align: justify">CARLSBAD — Food trucks and coffee carts soon may have to make the grade in Carlsbad.</p>
<p id="h516825-p2" style="text-align: justify">The City Council unanimously introduced an ordinance Tuesday adopting San Diego County’s “ABC” letter-grade quality system for mobile food facilities.</p>
<p id="h516825-p3" style="text-align: justify">The county Department of Environmental Health would conduct inspections and issue the letter grades, explained Michele Masterson, a senior management analyst for the city. The city would continue to issue licenses for the facilities.</p>
<p id="h516825-p4" style="text-align: justify">The ordinance will return to the City Council for final approval at a future meeting.</p>
<p id="h516825-p5" style="text-align: justify">Food trucks have seen a resurgence in recent years, with some offering up-scale and unusual gourmet cuisine. In some cities, such as Escondido, operators of traditional restaurants have complained that mobile facilities are stealing their business.</p>

<div>The City of Carlsbad is considering a new ordinance that will enable San Diego County health inspectors to rate the rolling restaurants for health and safety.</div>

<div>The San Diego County Department of Environmental Health inspects and rates restaurants countywide using a letter grade — A, B and C— to inform the public about the overall condition of those eating establishments. As food trucks have become more popular, the county has passed an ordinance that extends this same grading system to mobile food vendors and beverage carts. This system informs consumers about the safety of these operations so they can distinguish between those that are healthful and those that are unhealthful.</div>

<div>The county Department of Environmental Health has the authority to conduct these inspections in the unincorporated areas, and each city must pass an ordinance that allows the county to perform this service within the city’s jurisdiction.</div>

<div>Michele Masterson, a senior management analyst in the City of Carlsbad Community &amp; Economic Development Department, said the new ordinance will guard Carlsbad’s overall quality of life.</div>

<div>“Allowing the county to inspect coffee carts, kiosks and food trucks will improve the health and safety of Carlsbad residents and visitors,” Masterson said.</div>

<div>The council introduced the ordinance Tuesday, Dec. 4, and will bring it back for adoption at a future meeting.</div>
